Right to information and obligations of public authorities
Subject to the provisions of Right to Information Act, all citizens shall have the right to information.
Every public authority shall maintain all its records duly catalogued and indexed in a manner and the form which facilitates the right to information under this Act and ensure that all records that are appropriate to be computerised are, within a reasonable time and subject to availability of resources, computerised and connected through a network all over the country on different systems so that access to such records is facilitated.

Relevant records are being/will be duly catalogued and indexed in order to facilitate Right to Information under the Act. Computerization of the records will be done in a phased manner using the available resources. |

As per Bye-Laws , Rules and Regulations , Service Conditions of the staff , Leave rules , Purchase Procedure , Delegation of Powers, office orders etc. Records are held by concerned Departments/ Sections / Divisions. |

(vi) A statement of the categories of documents that are held by it or under its control. |

(vii) The particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof. |
The rules, regulations and Policies of the Institution have been duly approved by the Department of Information Technology, Govt of India and the Governing Council of the Institution. The public has no role in the formulation and framing of the policies, etc. The Centre is duty bound to submit Annual Reports including audited accounts of the institution to the Parliament through the parent Ministry. The Centre is also covered by the inspection visits of various Committees of the Parliament. |

(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advise, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public. |
Constitution of various Committees and Boards has been done as per Bye-Laws of the institution. Meetings of these bodies/committees have been held periodically as per Rules. Record of the meetings/Minutes of the meetings of such bodies and committees are not open/accessible to public. However, the activities of the institution including the Technical/Annual Reports are made available on the web site. |

(ix) A directory of its officers and employees; |

(x) The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations; |

Budget is approved by the Council. The budget amount consists of a portion of the amount received by way of grant-in-aid, grants received for specific projects and internal revenue earnings of the Centre. |

(xii) The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes; |

Library is restricted for use by the staff and students of the institution. However, limited membership is open to computer professionals/institutions at a charge. |
